A Raj Bhavan order on 13 May reassigned three portfolios and created one new ministry. Health and Higher Education ministers swap; Industries goes to a deputy with port-related background. A new Ministry of Civic Data — believed to be the first such standalone ministry in India — has been formed, with charge given to a junior minister.

The mandate of the new ministry is to coordinate data publication across all departments, including establishing a default-open posture for non-sensitive datasets. Drafting of the Tamil Nadu Open Data Policy 2026 is reportedly the first deliverable.
