TN-Info has reconstructed a 12-month log of manual-scavenging deaths in Tamil Nadu by cross-referencing the Directorate of Public Health's internal incident records with field returns from Safai Karamchari Andolan. The total stands at 11 confirmed deaths between May 2025 and April 2026.
Critically, there is no consolidated public dashboard. The State has zero pending convictions under the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013; five cases are sub-judice in the Madurai Sessions Court, and three are at the FIR stage. None of these figures have been tabled in the Assembly.
The DPH log itself is an internal Word document maintained by the Occupational Health unit; existence was confirmed by Safai Karamchari Andolan field volunteers who attended post-mortems. We approached the DPH for the redacted log on 14 April; no response has been received as of publication.
